Problem Statement

What problem are we solving? Who has this problem? What happens if we don't solve it?

Background

What context is relevant? What has been tried before? What constraints exist?

Requirements

What must the solution do? List each requirement in the client's terms, then translate to measurable criteria.

Success Criteria

How will we know the solution works? Define specific, measurable thresholds. Include the rationale for each metric -- why this number, why this metric.

Evaluation Strategy

How will we evaluate the model before deployment? What metrics, what data splits, what segments? Define this before building.

Constraints

What limitations exist? Timeline, budget, technical constraints, data limitations.

Out of Scope

What are we explicitly not doing in this phase? What could be future work?
